Statement of problem
A large manufacturing company owned and operated a 1.3 million square foot tire manufacturing and testing plant situated on approximately 80 acres outside Huntsville, AL. The facility was closed and decommissioned in 2004 and 2005. As part of the closing process, identification and assessment of significant environmental concerns related to past operations was necessary prior to a formal sale of the property.
Description of work done
Sierra Piedmont reviewed all areas of the subject property. Sierra recommended and subsequently completed numerous phases of environmental assessment including: an Phase I Environmental Site Assessment, a Phase II Soil And Groundwater Assessment, a Pond Closure Investigation, a Former Underground Storage Tanks (USTs) Assessment and Closure. Soil samples were obtained and laboratory analyzed. Groundwater monitoring wells were installed. Hydrogeologic conditions were evaluated. Sierra engaged the Alabama Department of Environmental Management in active dialogue regarding findings and the future for environmental concerns at the property.
Solution
Sierra recommended a No Further Action status to be granted for the former USTs at the property. ADEM agreed with Sierra and closed the matter. Phase II investigation results indicated no significant exceedance of contaminants of concern at recognized areas of operation. Sierra delineated minor impact in on-site holding ponds and delineated impact. The manufacturer’s contractor remediated the area and sample analyses confirmed no further impact at these areas above ADEM standards. All documents were provided for the sale closing and manufacturing company closed the deal.
